There can be no doubt that the Second Seven Year Plan, the vital link binding the initial and concluding stages of the first epoch in the progressive evolution of ‘Abdu’l-Bahá’s long-term continually unfolding Plan, has reached its crucial phase—a phase on which hinge the fortunes not only of the Plan itself but of the community as a whole.

Diet For The Chronically Ill. The chronically ill person has a long-term degenerative condition that is not immediately life threatening. This condition usually causes more-or-less continuous symptoms that are painful, perhaps unsightly, and ultimately will be disabling or eventually capable of causing death.

Because we needed to reach this higher long-term level of readiness more quickly, 155,000 members of the Reserve and National Guard were activated under the Act of this Congress. Some disruptions and distress were inevitable. But the overwhelming majority bear their burdens and their Nation's burdens with admirable and traditional devotion.

To support this historic undertaking, I am proposing under the authority contained in the bills of the last session of the Congress a special long-term Alliance for Progress fund of $3 billion. Combined with our Food for Peace, Export-Import Bank, and other resources, this will provide more than $1 billion a year in new support for the Alliance.

But this can be safely attributed to ubiquitous and trenchant long-term unemployment and to stunted upward mobility, both social and economic due largely to latent or expressed racism. Moreover, the stereotype is wrong.

We can no longer afford to oscillate from year to year in so vital a matter; indeed, we have a duty to look beyond the immediate question of budgets and to examine the nature of the problem we will face over the next generation. I am the first recent President able to address long-term, basic issues without the burden of Vietnam.

We have taken steps to dispose of the goods which on VJ-day were in the lend-lease pipe line to the various lend-lease countries and to allow them long-term credit for the purpose where necessary.

To provide the critical stability for our domestic energy production in the face of world price uncertainty, I will request legislation to authorize and require tariffs, import quotas, or price floors to protect our energy prices at levels which will achieve energy independence. Increasing energy supplies is not enough. We must take additional steps to cut long-term consumption.

We and other donor countries have begun to assist poor countries develop long-term strategies to improve their food production. The World Bank will invest up to $4 billion in the next few years in improving the grain storage and food-handling capacity of countries prone to food shortages. Good progress has been made since the Tokyo Economic Summit called for increased effort on this front.
