Libertas et natale solum. You had good reason when you stole 'em."
So gracious, so influential, so far-seeing, so all-embracing was his nature, that Voltaire called him "the lawgiver and the glory of his people," while Frederick the Great dedicated to him a dagger with the inscription, "Libertas, Patria."
But you've not only to gather ye rosebuds while ye may, but where ye may. And so, as I said before, the Black Forest, etc. I know, Columbia, dear Libertas, you'll take my posy and put your carrot aside for a minute, and smile, and say: "I'm sure, Mr. Lawrence, it is a long time since I had such a perfectly beautiful bunch of ideas brought me."
But the modern or Cockney-English word liberty, Mr. John Stuart Mill's, is not the equivalent of libertas; and the modern or Cockney-French word liberte, -M. Victor Hugo's, is not the equivalent of franchise. And that common idea, which the words express, as all the careful scholars among you will know, is, with all the three nations, mainly of deliverance from the slavery of passion.
Its motto is "libertas;" and the air of liberty is favourable, it would seem, to vegetation; for the fields looked greener the moment we had crossed the barrier. Soon we were charmed with the sight of Bologna. Its appearance is indeed imposing, and gives promise of something like life and industry within its walls.
This gracious declaration was ready for the press at the time of the king's death, and if he had lived to issue it, there can be little doubt how it would have been received at a time when "nunquam libertas gratior extat Quam sub rege pio," was the theme of every song, and, by the help of some perversion of Scripture, the text of every sermon.
We shall not blame him too gravely for this, as if an American had not as good a right as any ancient of them all to say, Ubi libertas, ibi patria. It is no real paradox to affirm that a man's love of his country may often be gauged by his disgust at it.
Why, "there is written on the turrets of the city of Lucca in great characters at this day the word LIBERTAS; yet no man can thence infer that a particular man has more liberty or immunity from the service of the commonwealth there than in Constantinople. Whether a commonwealth be monarchical or popular the freedom is the same." The mountain has brought forth, and we have a little equivocation!
But it is better to say, France, as embracing the seat of the established Norman power in the Island of our Lady; and the province in which it was crowned, Champagne. France is everlastingly, by birth, name, and nature, the country of the Franks, or free persons; and the first source of European frankness, or franchise. The Latin for franchise is libertas.
But for a man to put the cheat upon himself; to play the Bobadil at home; and, steeped in poverty up to the lips, to fancy himself all the while chin-deep in riches, is a strain of constitutional philosophy, and a mastery over fortune, which was reserved for my old friend Captain Jackson.
