"I know very well what may be done in the courts by a proceeding for confiscation. I am not discussing that question. If there has been any property confiscated and disposed of under proceedings of confiscation, I do not question the title here. That is purely a judicial question. But, sir, I deny that Congress can legislate the property of one man into the possession of another.
However, the question is, what can a man of small means do with his son? Short whist is a very snug thing if a man have natural gifts, that happy conformation of the fingers, that ample range of vision, that takes in everything around. But I must not suppose these by any means general and I legislate for the mass.
Legislate opening and closing hours of businesses to stagger to'ing and fro'ing? Hire a smarter municipal highway engineer to synchronize the traffic lights? Build larger and more efficient streets? Demand that auto companies make cars smaller so more can fit the existing roads?
