Since, however, they had neither the courage nor the authority to do this, they proposed a Poor Law constructed as far as possible in harmony with the doctrine of Malthus, which is yet more barbarous than that of laissez-faire, because it interferes actively in cases in which the latter is passive.

This whole episode of the rise and decline of laissez-faire in modern history is perhaps best to be conceived as a transient weakening of nationalism, by neglect; rather than anything like the growth of a new and more humane ideal of national intercourse.

Historically, the present-day business community developed out of a segmented European feudal society as a protest against political restrictions. Its early key-note was laissez-faire freedom of businessmen to make economic policy and accumulate profits. The practical outcome of laissez-faire economy has been monopoly or finance capitalism functioning through the sovereign state or empire.

Since the expulsion of Christianity from Japan in the sixteenth century, which was effected more from political than religious motives, laissez-faire was the steadfast policy of the Japanese rulers toward religious matters. The founder of the Tokugawa dynasty had laid down in his "Legacy" the policy to be pursued by his descendants.

But, as invariably happens in public controversy, their opinions became crystallized in a compact formula, or cry, with unduly sweeping implications. This was the cry of "laissez-faire." Let Governments preserve law and order; and leave the economic sphere alone.

From his earliest days he had been opposed to the Liberal doctrine of laissez-faire; it will be remembered how much he had disliked the bourgeois domination of the July Monarchy; as a young man he had tried to prevent the abolition of guilds. He considered that much of the distress and discontent arose from the unrestricted influence of capital.

How entirely true. Nothing was worth worrying over; certainly other people's strange points of view weren't. It was a gospel of ease and laissez-faire well suited to Peter's temperament. He smiled at Peggy and Hilary and their son, and went up the marble stairs to bed.

As has been said, it was begun in Massachusetts in the fifth decade of the last century, based originally almost entirely on the English factory acts, which were bitterly attacked by the laissez-faire school of the early nineteenth century, but soon vindicated themselves as legitimate legislation in England, although not even there still less in our States have we gone so far as the Continental countries.

That trade was all-important, and that the operations of trade disregarded the irrelevant facts of nationality and race; that no one community could interfere in the social and political life of another without disaster to both; that the defence of colonies was not only dangerous to peace as provoking suspicious neighbours, but needless expense to the mother country; in short that laissez-faire was the dominating principle in politics, and that laissez-faire shattered the earlier dreams of imperial supremacy and colonial dependency these were the views introduced by Cobden and Bright into a newly awakened and imperfectly educated England; and they played just such havoc with earlier political ideas, as Darwin and evolution did with pre-existing theological orthodoxy.
