Her financial obligations were first transferred to the Allies and then magnanimously wiped out by these, who then limited all her liabilities for reparations to two and a quarter milliard francs. An Inter-Allied commission in Sofia is to find and return the loot to its lawful owners, but it is to charge no indemnity for the damage done.
Later this Committee became one of a number, similarly constituted, forming part of the Inter-Allied Munitions Council. Thinking over the difficulties of the inter-allied supply, now that the emergenices of the situation have passed, an important contrast emerges.
The Inter-Allied Commission of Control may, and certainly should, obtain full information, but at present the matter stands as follows. German Research. The Germans relied upon two main and very strong centres for research.
The result of the investigation by the Inter-Allied commission reminds one of the story of the two anglers who were discussing the merits of two different sauces for the trout which one of them had caught. As they were unable to agree they decided to refer the matter to the trout, who answered: "Gentlemen, I do not wish to be eaten with any sauce. I desire to live and be free in my own element."
An interchange of notes ensued which indicated that the Teutonic powers were humbled and that the Chancellor was speaking in behalf of the people of Germany. The Inter-allied Council then met at Versailles and drew up the terms of an armistice which were delivered to Germany on November 7.
The opinion of the members of the Hartley Commission was, that much thought and attention had been given to chemical warfare by the chemists of the Company. A post-armistice inter-allied mission of experts, to the Rhine chemical factories, March, 1919. Hochst. A great volume of chemical warfare research occurred also at Hochst.
Inter-allied research conferences occurred periodically in Paris, where decisions for co-operation were taken after full discussion of allied work. The continuity of these relationships was maintained by an active secretariat on which each ally was represented.
In some of the inter-allied conferences I have had to take note of what these commissions of control really are, and their absurd extravagance, based on the argument that the enemy must pay for everything. The purport of France's action in the Conference was not to ensure safe military guarantees against Germany but to destroy her, at any rate to cut her up.
In order to guarantee the payments an inter-allied army in reality a Franco-Belgian army occupies the left bank of the Rhine, and is stationed at the bridgeheads. Germany is completely helpless, and has lost all the features of a sovereign State inasmuch as she is subject to "controls" in a way that Turkey never was. In modern history we can find no parallel for this state of things.
They challenged us, but let us through. "You are the last one in," this sub-director of the patrol told us. I could see him in our mirror as his gaze examined our pit a dapper, jaunty fellow with the up-tilted mustache affected in Latina. "Last one in you Inter-Allied are a nuisance." He was more particular than those directors we had passed before.
