It is only when its value for building purposes makes its continued agricultural use wasteful and uneconomic, it is only when it becomes building land and not agricultural land, and when because of that change it rises enormously in price and value it is only then that it contributes under the new land taxation its share to the public of the increment value which the public has given to it.

Why, the simple fact that the rich blue sky over-arches this earth of ours, or that it is warm blood which flows in our veins, is sufficient to prove that no malignant Ahriman made the world. Just here the question is not, what increment or what momentum genius may receive from outward circumstances, but what coloring, what mood. Here it is that a Mozart differs from a Mendelssohn.

There is thus a future increment corresponding to the period of the completion of these public works, which may very fairly be taken into consideration, at least, as a kind of security that we have not hitherto advanced with too rash or hasty steps.

This is a case where even failure is success, for the failure is not in the effort, and every earnest effort adds an increment of power that will eventually accomplish the end aimed at. We can, then, gain the full and complete power of determining what character, what type of thoughts we entertain. Shall we now give attention to some two or three concrete cases?

Dealing with "unearned increment" being an impracticability, perhaps it would be well for landlords who benefit immensely by the accident of circumstances to recognise the fact that they do pocket a great "unearned increment," and be ungrudgingly generous in return for benefits received.

He had not yet asked himself how large a sum he wished to amass, but he said to himself almost daily, "I have shown my power along certain lines to-day," these lines converging in his consciousness always to monetary increment. He worked with a will. His energy was tireless.

The other is the Spencerian way, by functional increment, that is to say by the effect of increased use and constant exposure to varying circumstances during conscious life." Mr. Allen must know very well, or if he does not he has no excuse at any rate for not knowing, that the theory according to which increase of brain power or any other bodily or mental power is due to use, is no more Mr.

In those games involving rivalry boys at first greatly excel girls, but are overtaken by the latter in the eighteenth year, both showing marked pubescent increment. Girls have the largest number of plays and specialise on a few less than boys, and most of these plays are of the unorganized kinds.

The owners are reaping no unearned increment, but they are paying taxes regularly into the public till. "The exclusive creator or producer of a thing is the rightful owner," says Dr. Flavin. Quite true; and as the only thing the community creates for the land owner is the unearned increment, it has no moral right to take anything more.

But at forty Darwin quite by accident discovered that these things had not attracted him for years, that every increment of his time and energy was concentrated in a constantly increasing measure upon the unraveling of that great problem to which he had set himself.
