If there had been the slightest serious attempt to interfere with their vested privileges, corruptly obtained and corruptly enhanced, and with the vast amount of increment and graft that these privileges bought them, they would have instantly raised the cry of revolutionary confiscation.

No doubt the phraseology of some of the proposed prayers might be improved. In view of the searching criticism to which for three years it has been exposed, it would be strange indeed if such were not found to be the case. But the collection as a whole, instead of suffering loss, ought to receive increment.

Already in 1517 Erasmus had been offered a salary of a thousand francs a year, with promise of further increment, to undertake the direction of the college, but declined to leave his patron the emperor.

Eddy; cash offerings at her shrine no crutches of cured cripples received, and no imitations of miraculously restored broken legs and necks allowed to be hung up except when made out of the Holy Metal and proved by fire-assay; cash for miracles worked at the tomb: these money-sources, with a thousand to be yet invented and ambushed upon the devotee, will bring the annual increment well up above a billion.

With productive machinery the case is just the same. If Mr. Shaw, instead of writing "Man and Superman," had been the sole inventor of the steam-engine, and the only man capable of inventing it, every one will admit that he would, by this one inventive effort, have personally co-operated for a time with all users of steam-power, and been part-producer of the increment in which its use resulted.

Where extended national ownership of the land is impracticable there remains the taxation of the future unearned increment. To drop this "demand" also is to subordinate Socialism completely to small-scale capitalism.

With perhaps ninety per cent of identity there is ten per cent of divergence, and this ten per cent I have emphasized even to exaggeration. We know our friends by their slight differences in feature or expression, not by their common humanity. Much of this divergence is already fading away. Scenery and climate remain, but there is less elbow-room, and the unearned increment is disappearing.

Supply and demand now determine the distribution of population between the direct use of land and other pursuits; and if the total profits and chances of land-culture were reduced by taking all the "unearned increment" in taxes, there would simply be a redistribution of industry until the profits of land-culture, less taxes and without chances from increasing value, were equal to the profits of other pursuits under exemption from taxation.

We'll be calm, And know that when indeed our Joves come down, We all turn stiller than we have ever been. What is this mysterious increment, that must be added to aspiration before it becomes poetically creative?

There palls not wealth, or state, or any rank, nor ever Court snores loudly, but men and women meet each evening to discuss the next day's occupation, and the Chancellor of the Exchequer collects the unearned increment in the form of the shell called Venus' ear. For a time, indeed, Johann Orth attempted to maintain a kind of kingship, on the strength of his superior pedigree.
