Iloilo was a miniature edition of Manila, save that there were more gardens and that there was a rural atmosphere such as is characteristic of small towns in the States. The toy horses and the toy carromatas and quilices were there, and the four-horse wagons with a staring "U. S." on their blue sides.
In former times, the establishment of intendencies, or boards of administration, was deemed expedient in Manila, Ilocos, Camarines, Iloilo, and Cebu; but they were soon afterwards reformed, or rather laid aside, on account of their being deemed superfluous.

This same condition beset the American officers in the Philippines. Secretly as they might act, they found the news of their movements always in advance of them, and the crafty native hard to surprise. Among the leaders in Panay a certain Quentin Salas who operated both in Antique and Iloilo provinces was noted for his daring and cruelty.
It has been claimed that in doing this they were inspired by pure patriotism, but the facts shown by their own records present a very different picture. In writing to Aguinaldo on April 8, 1899, Mabini says: "We have received a communication forwarded from Iloílo, from General Martin Delgado and Francisco Soriano, your commissioner.

Not only in Iloilo, but also in Antique and Negros, many new plantations have arisen, and the old ones have been enlarged as much as possible; and not less important has been the progress in the manufacture.
