It is the metropolis of the other cities and settlements of the islands. In it reside the Audiencia and Chancilleria of his Majesty, and the governor and captain-general of the islands. The archbishop of the Filipinas Islands resides in this city. As suffragans the cathedral has three bishops namely, in the island of Sebu, and in Cagayan and Camarines.

This, although confined to coarse articles, may in its class be called perfect, as far as it answers the end for which it is intended; and if an attempt were made to enumerate the quantity of mats, handkerchiefs, sheeting, and a variety of other cloths manufactured for this purpose only in the Provinces of Tondo, Laguna, Batangas, Ilocos, Cagayan, Camarines, Albay, Visaya, etc., immense supplies of each kind would appear, which give occupation to an incalculable number of looms, indistinctly worked by Indians, Chinese, and Sangleyan mestizos, indeed all the classes, in their own humble dwellings, built of canes and thatched with palm leaves, without any apparatus of regular manufacture."

Dominic, bishop of Cagayan, was in Mexico, and was bringing the bulls and pallium to the archbishop-elect of Manila, and Fray Baltasar de Cobarrubias, of the Order of St. Augustine, appointed bishop of Camarines by the death of Fray Francisco de Ortega. In the same ships came two auditors for the Audiencia of Manila, Licentiates Andres de Alcaraz, and Manuel de Madrid y Luna.

They established subaltern factories in the Provinces of Ilocos, Bataan, Cavite, and Camarines; purchased lands; delivered out agricultural implements; founded manufacturies of cotton cloths; contracted for the crops of produce at very high prices; offered rewards and, in short, they put in motion every partial resources they were able to avail themselves of and their limited means allowed.

The province exports about twice as much rice as it consumes; a large quantity to Albay, which, less adapted for the cultivation of rice, produces only abaca; and a fair share to North Camarines, which is very mountainous, and little fertile.

They also administer others about the city. The Order of St. Francis has some missions and monasteries about Manila, all the province of Camarines and the coast opposite, and La Laguna de Bay. These include many missions. The Society of Jesus has three large missions in the neighborhood of Manila, which have many visitas. They have good men, who are solicitous for the conversion of the natives.

The same individuals who in Spain would have followed the plough, in the colonies carry out great undertakings. I had much intercourse in Camarines and Albay with the priests, and conceived a great liking for them all. As a rule, they are the most unpretending of men; and a visit gives them so much pleasure that they do all in their power to make their guest's stay as agreeable as possible.

The extraordinary increase of the trade and the improved quality of the tobacco are, in great measure, to be ascribed to the honest competition existing between the factories, who receive no other protection from the Government than a recognition of their operations. Basco also introduced the cultivation of silk, and had 4,500,000 mulberry trees planted in the Camarines.

The manufacture of both these articles is carried on to a small extent in the immediate neighbourhood of Manilla; but in the provinces of Yloylo and Camarines the best jusè is produced, the price of which is very much lower than piña, as a lady's dress of it may be got at from seven to twenty dollars; and for the latter amount a very handsome one would be obtained.
