We became great friends, for personally I have always liked the Russians, and he told me with no little glee how he had outwitted the Czar, who, learning that he intended to go to Herzegovina to fight, called him and made him swear that he would not go to "fight with those brigands, the Herzegovinians."

On the other hand, the Austrian Ministry raised quite justifiable objections to the suggestion of a future combination that would add a rich and vast country to Hungary, while Austria would be reduced in proportion, and compensation in one or other form was demanded. Another, but tentative, plan was to make over Bosnia and the Herzegovina definitely by way of compensation to Austria.

In 1878 the Treaty of Berlin had authorised Austria-Hungary to occupy and administer the two provinces without limitation of time, and Bosnia and Herzegovina have since then practically been Austrian provinces, for the male population has been subject to compulsory service in the Austrian army and the soldiers have taken the oath of allegiance to the Emperor.

The Poles of the Empire joined their brethren of the Polish provinces of Russia and Prussia in the resurrection of their ancient nation; Bohemia, Moravia, and Slovakia united in forming the new state of Czecho-Slovakia; the southern Slavs of Croatia, Slavonia, Bosnia, Herzegovina, and Dalmatia announced their union with their kindred of the Kingdom of Serbia; and Hungary declared the severance of her political union with Austria.

Utovu was followed by a lull in military operations; but in the latter part of November, as the insurgents had beleaguered all the forts in the upper Herzegovina and the town of Niksich in the debated territory between Montenegro and Herzegovina, Shefket gathered a force of 3000 regulars, with artillery and bashi-bazouks to escort a train of supplies to them.

Each of the Montenegrin tribes has a distinct tradition of origin from an individual or family. They tell almost invariably of immigration into their present site in the fifteenth or sixteenth century. Thus Nyegushi in 1905 told me of descent from two brothers Jerak and Raiko, who fled from Nyegushi in the Herzegovina fourteen generations ago.

The arbitrary dealing of the Berlin Conference with Bosnia and Herzegovina occasioned an armed but ineffectual resistance, in these provinces, to the extension of the Austrian sway over them. SITUATION OF RUSSIA. Russia, embittered by Austria's refusal to aid in the Crimean War, had remained neutral in the struggle with Prussia, which ended in the exclusion of Austria from Germany.

There are many Haiducks still in Bosnia, Herzegovina, and on the western Balkan; but the race in Servia is extinct, and plunder is the only object of the few robbers who now infest the woods in the west of Servia. Such are the customs that have just disappeared; but many national peculiarities still remain.

Add to this the recent German dream of the route from Berlin to Bagdad, and the European importance of what would otherwise be local disputes among the Balkan States becomes apparent. During the period we are now considering the Balkan factor first came into prominence with the annexation by Austria of Bosnia and Herzegovina in 1908.

Even the American delegates, sent by President Roosevelt at the Kaiser's invitation, voted generally with the Western Powers. When Austria annexed Bosnia and Herzegovina in 1909, the Kaiser shook the mailed fist to better effect than at Algeciras, with the result that Russia had to accept this extension of Austro-German influence in the Balkan sphere.
