Bulgaria was cut into three pieces, one of which was handed to the Sultan, another made tributary to him, the third to be autonomous under certain restrictions. Montenegro and Servia were recognized as independent, Bosnia and Herzegovina were given to Austria; Bessarabia, lost by the results of the Crimean War, was now returned to Russia, together with territory about and adjacent to Kars.

I knew it was about time for her to make a desperate effort to regain European prestige. For a long time the Slav people who, after the battle of Kosovopjolje, in which the Turks defeated the Servians, retired to the confines of the present Montenegro, Dalmatia, Herzegovina and Bosnia, and "Borderland" of Austria knew what it was to deal, as our Western pioneers did, with foes ceaselessly fretting against their frontier; and the races of these countries, through their strenuous struggle against the armies of the Crescent, have developed notable qualities of bravery and sagacity, while maintaining a patriotism and independence unsurpassed in any other nation.

To Serbia, which, in spite of her very precarious situation at the time, was very averse to returning any part of her Macedonian territory, they pointed out that she could find compensation in adding to her territory Bosnia, Herzegovina and the other Slav provinces of Austria, where the population was truly Serb.

Bosnia and Herzegovina were lost to Austria. Bulgaria obtained her independence. Universal contempt and hatred of an infamous sovereign, shared alike by his Christian and Muslim subjects, finally culminated in a revolution, swift and sweeping. The Committee of Young Turks secured from the Shaykhu’l-Islám the condemnation of the sulṭán.

The first is the Dinaric Alps or Velebits, a continuation of the Julian Alps. These separate Dalmatia from Bosnia as far as Imoschi, where they enter Herzegovina, finally joining the Montenegrin chain. The chain of the shore commences on the left bank of the Kerka and extends to the Narenta, which cuts it. It runs as far as Trebinje, beyond the river.

In 619 an expedition was undertaken against the Ardyaei or Vardaei and the Pleraei or Paralii, a Dalmatian tribe on the coast to the north of the mouth of the Narenta, which was incessantly perpetrating outrages on the sea and on the opposite coast: by order of the Romans they removed from the coast and settled in the interior, the modern Herzegovina, where they began to cultivate the soil, but, unused to their new calling, pined away in that inclement region.

Accordingly, the Austrian Chancellor, Count Andrassy, in concert with Prince Bismarck and the Russian statesman, Prince Gortchakoff, began to prepare a scheme of reforms which was to be pressed on the Sultan as a means of conciliating the insurgents of Herzegovina.
