It was a Salem bark, the Lydia, that first displayed the American flag to the natives of Guam in 1801.
The line of communications of Culebra would, of course, be safer than that of Guam, because it is shorter than would be the line of an enemy attacking it; whereas, the line of communications of Guam would be longer.

Article VIII. In conformity with the provisions of Articles I, II, and III of this treaty, Spain relinquishes in Cuba and cedes in Porto Rico and other islands in the West Indies, in the island of Guam, and in the Philippine Archipelago all the buildings, wharves, barracks, forts, structures, public highways, and other immovable property which in conformity with law belong to the public domain and as such belong to the Crown of Spain.
The admiration, still lingering in the minds of the travellers, which had been aroused by the incredible fertility of the Papuan Islands and the Moluccas was no doubt calculated to weaken the impression produced by any of the Marianne Islands. The forests of Guam, though well stocked, did not present the gigantic appearance common to forest scenery in the tropics.

The present conditions should not be allowed to continue for a moment longer than is absolutely necessary.
This account delighted the English, and finding themselves masters of the situation, they secured a bark, which was the only vessel capable of giving notice to the Governor of Guam, and prepared to take possession of the island.
Reliance, meanwhile, will have to be placed on Guantanamo; and as the coming of any war is not usually very long foretold, the urgency of fortifying Guantanamo stands out in clear relief. The mutual relations of Guantanamo and Culebra are much like the mutual relations of Pearl Harbor in Hawaii and Guam and so are the joint relations of each pair to the mother country.
