Article II. Spain cedes to the United States the Island of Porto Rico and the other islands now under her sovereignty in the West Indies and the Isle of Guam in the archipelago of the Marianas or Ladrones.

On this day, early in the morning, they had sight of Guam, one of the Ladrones, in lat. 13° 40' N. and long. 143° 30' E. Sailing with a gentle gale before the wind, they came within two leagues of the island, where they saw sixty or seventy canoes full of savages, who brought cocoas, plantains, potatoes, and fresh fish, to exchange for some of their commodities.

In September, 1912, upon the suggestion of the Postmaster General, I directed him to prepare an order which should put the system in effect, except in Alaska, Guam, Hawaii, Porto Rico, and Samoa. Under date of October 15 I issued such an order which affected 36,000 postmasters.

The important events of the first McKinley Administration were the enactment of the Dingley Tariff, the successful conclusion of the war with Spain, the ratification of the Treaty of Peace, the independence of Cuba, and the acquisition of Porto Rico, the Philippines, and the Island of Guam; the establishment of the gold standard by law, and the annexation of the Hawaiian Islands.

For some time, however, he did not succeed in raising their spirits; but as the Governor of Guam did not send to capture them, they began to hope that the plan proposed by the commodore might succeed, and the work he suggested was commenced.

The third is for the Servants, who tend them with Tobacco and Betel-Nut; for they are always chewing or smoking. The fore and after-parts of the Vessel are for the Marriners to sit and Row. Besides this, they have Outlayers, such as those I described at Guam; only the Boats and Outlayers here are larger.
