We left Oraluk with a slashing breeze, which we held for eight days, the boat doing splendid work, and on the morning of the tenth day we sighted Guam, forty miles away, and looming blue against the sky line. "Three thousand miles," I cried exultingly, "three thousand miles, Lucia in fact, nearer three thousand two hundred."
That is the basis of the doctrine I announced at Guam. Neither the defense nor the development of other nations can be exclusively or primarily an American undertaking. The nations of each part of the world should assume the primary responsibility for their own well-being; and they themselves should determine the terms of that well-being.
A fine road bordered with palms connects Agaña with Apra, seven miles south. There is not much to see in Guam. The scenery is much like that of every island in that part of the Pacific. About the only diversion of the soldiers stationed there is hunting, which is pretty good if one is content to hunt deer and wild hogs.
The war itself was of no great moment. There was little fighting on land, and the naval battles resulted in overwhelming victories for the American Navy. The treaty, ratified February 6, 1899, provided that Spain should cede to the United States Guam, Porto Rico, Cuba and the Philippines, and that the United States should pay to Spain twenty millions of dollars.

There's one much deeper than that near the mouth of the Amazon River. But it's small and hard to find. We call it 'The Deep Hole. And there's another in the Antarctic Sea." After leaving Guam D'Urville surveyed, under sail, the Elivi, the Uluthii of Lütke, Guapgolo and the Pelew group of the Caroline Archipelago, was driven by contrary winds past Waigiou, Aiou, Asia, and Guebek, and finally entered Bouron Straits and cast anchor off Amboine, where he was cordially received by the Dutch authorities, and obtained news from France to the effect that the Minister of Marine had taken no notice of all the work, fatigue, and perils of the expedition, for not one officer had received advancement.
The Four-Power Treaty is much more of an entangling alliance than the Covenant of the League, and the Naval Treaty deprives Congress for a period of fifteen years of its constitutional right to determine the size of the navy and to provide for the defense of Guam and the Philippines.
