Ordinary letters for foreign countries, except Canada, Cuba and Mexico, must be forwarded, whether any postage is paid on them or not. All other mailable matter must be prepaid. Alaska, Hawaii, Guam, Tetuila, the Philippines and Porto Rico are regarded as insular or territorial possessions of the United States, and are entitled to the same postal rates.
Guantanamo and Pearl Harbor are both stations about half-way from the home country to Culebra and Guam respectively; and though greater danger to our vital and commercial interests exists in the Atlantic than in the Pacific, Pearl Harbor has been fortified, and Guantanamo has not and neither has Culebra. This sentence is not intended as a criticism of the government for fortifying Pearl Harbor.
They determined however to proceed to Guam, as best known to Europeans, and where they were most likely to procure provisions; but in their present weakly condition it might have been better to have gone to Serpana, where the Spaniards have not so great a force as at Guam.
The repairing and refitting of the Seniavine, with the taking in of wood and water, delayed the explorer at Guam until the 19th March. But if one happens to have the right sort of "pull," one can get a pass on an army transport. That means a most delightful trip from San Francisco to Honolulu, and thence to Guam. Uncle Sam does the square thing by his soldiers, and the army transports that carry them to the distant stations are fitted so as to be as comfortable as the best liners.

When the Philippine expedition on its way to Manila incidentally ran up the Stars and Stripes over the Island of Guam, there was perhaps no thought of the island becoming a permanent part of our domain. However, the fortunes of war are such that the island is likely to become ours permanently as a coaling station in the Pacific.
