The Czar answered outrage by terrorism. A week after this outrage he issued a ukase suspending the few remaining rights of local self-government hitherto spared by the reaction, and vesting practically all executive powers in a special Commission, presided over by General Loris Melikoff. This man was an Armenian by descent, and had distinguished himself as commander in the recent war in Asia, the capture of Kars being largely due to his dispositions. To these warlike gifts, uncommon in the Armenians of to-day, he added administrative abilities of a high order. Enjoying in a peculiar degree the confidence of Alexander II., he was charged with the supervision of all political trials and a virtual control of all the Governors-General of the Empire. Of all the Governors-General who have occupied that position in Cuba, none are better known at home or abroad than Tacon, though he filled the post but four years, having been appointed in 1834, and returning to Spain in 1838.
It occupies a site on which in the olden days stood a prison, the walls of which still remain behind the Congress Hall. The spacious building known as the old palace of government is one of the most ancient edifices in the city. Its cornerstone was laid about 1504 by Ovando and it contained the offices of the Spanish governors-general in colonial times.
The prince Albert of Saxe-Teschen, and the archduchess Maria Theresa, his wife, were at this period joint governors-general of the Austrian Netherlands. At the burst of rebellion they attempted to temporize; but this only strengthened the revolutionary party, while the emperor wholly disapproved their measures and recalled them to Vienna.
Since 1839, governors-general who took their instructions from Britain, and who seldom allowed the Canadian point of view to have more than an indirect influence on their administration, had introduced the most unhappy complications into politics. Both they and the home government were now reduced to the gloomiest speculations concerning the permanence of the British connection.
The question of admitting Jewish artisans into the Russian interior occupied the Government for a long time. In 1856 Lanskoy, the Minister of the Interior, entered into an official correspondence concerning this matter with the governors-general and governors of the Western provinces.
The Tzar lent an attentive ear to those zealous governors and governors-general, who in their "most humble reports" propounded the new-fangled theory of the "injuriousness" of the Jews; the marginal remarks frequently attached by him to these reports assumed the force of binding resolutions.
The Irish continued to furnish great representative men to Canada. The first governor, Guy Carleton, was Irish, and his subsequent governor-generalship as Lord Dorchester did much to make Canada loyal to Great Britain. Probably the most popular and influential of Canada's governors-general was Lord Dufferin, another Irishman.
Kimball, who wrote in 1850, describes him as one in whom short-sightedness, narrow views, and jealous and weak mind, were joined to an uncommon stubbornness of character. Another, Mr. M.M. Ballou, says that "probably of all the governors-general that have filled the post in Cuba none is better known abroad, or has left more monuments to his enterprise, than Tacon.
While the gubernatorial commissions gubernatorial in the literal sense of the word, because entirely dominated by the governors were holding their sessions, the satraps-in-chief of the Pale of Settlement, the governors-general, were busy sending their expressions of opinion to St. Petersburg.
