"The secondary wage is remuneration for any exceptional gifts or qualifications not of the individual employee, but gifts or qualifications necessary for the performance of the functions." H. B. Higgins, "A New Province for Law and Order," Harvard Law Review, March, 1915. Mr. and Mrs. Webb have described aptly the usual trade union calculations in the formulation of their claims.

Living forces had been considered as standing apart from the rest of nature. Vital force, or vitality, had been thought of as something distinct in itself; and that there was any measurable relation between the powers of the living organism and the forces of heat and chemical affinity was of course unthinkable before the formulation of the doctrine of the correlation of forces.

Speaking of this latter phenomenon, which dated back to the outbreak of the first world war, Shoghi Effendi writes: It received its initial impetus through the formulation of President Wilson’s Fourteen Points, closely associating for the first time that republic with the fortunes of the Old World.

Indeed, Pius IX, in his Syllabus of Errors, specifically condemned the modern idea that "Divine revelation is imperfect, and, therefore, subject to continual and indefinite progress, which corresponds with the progress of human reason." Nor did Protestantism, with all the reformation which it wrought, attack this central Catholic conception of a changeless content and formulation of faith.

Yet this is a minor current. The only serious view of the poet's moral nature is that nurtured by the Platonism of every age. Milton gave it the formulation most familiar to English ears, but Milton by no means originated it.

The sequel to this happily averted duel was the incorporation in the Constitution, then in process of formulation, of a provision prohibiting duelling in the State, and attaching severe penalties to sending or accepting a challenge. The earliest hostile meeting of Illinoisans was upon the island last mentioned before State organization had been effected.

The practical value of being able to make even such elementary predictions as these is obviously enormous, and this value increases as applied science, which is built up simply by the formulation of more and more comprehensive general laws of this type, widens the field of facts which can be explained.

I am not denying that the feeling of muscular effort historically led to the formulation of the concept of force. But this historical fact does not warrant us in assigning a superior reality in nature to material inertia over colour or sound. So far as reality is concerned all our sense-perceptions are in the same boat, and must be treated on the same principle.

This is a very happy formulation of a fundamental principle in art; indeed, it brings before us the essential quality of art, its illustration of thought in the order not of a formal logic, but of the logic of free life. It is at this point that it is differentiated from philosophy; it is from this point that its immense spiritual significance becomes clear.

Nature is nothing else than the deliverance of sense-awareness. We have no principles whatever to tell us what could stimulate mind towards sense-awareness. Our sole task is to exhibit in one system the characters and inter-relations of all that is observed. Our attitude towards nature is purely 'behaviouristic, so far as concerns the formulation of physical concepts.
