The Indian extremists misread equally the whole history of British rule who see in it nothing but a long nightmare of hateful oppression to be finally overcome, according to Mr. Gandhi's preaching, by "Non-co-operation" and the immortal "soul force" of India, rescued at last from the paralysing snares of an alien civilisation.

The constitutional element once removed, there was no medium between and safeguard against absolutism; on the one hand, and on the other anarchy, or the reign of violence and terror. The extremists of Italy, however, beheld only in the too successful action of the Parisian populace a new step towards liberty.

The extremists, who seemed to have more than half forgotten to hate the South in the intensity of their hatred of McClellan, had apparently cherished a vague faith that, if this procrastinating spirit could be exorcised, the war might then be trusted to take care of itself.

And if raised in driblets, on what will it be spent? Obviously, not on the policy of 1903, but on the policy substituted by Mr. Dillon in 1909. It will be spent on expelling landlords and graziers to make room for subscribers to the propaganda of extremists. We must judge of what will happen to agriculture after Home Rule by what has happened since the Treaty of 1903 was repudiated.
