On May 1 the campaign was under way although the amendment had not yet been submitted. A Ratification Committee was appointed by the president consisting of Mrs. John D. McNeel of Birmingham, chairman; Mrs. W. D. Nesbit of Birmingham, vice-chairman; Mrs. Bibb Graves of Montgomery, resident member, and Mrs. Jacobs, ex-officio member.
The number of Governors was left indefinite, but the Board suggested strongly that "the number should not be less than thirteen, and that they should be selected from the different Protestant denominations in the city and district of Montreal."
