You have armies to-day which did not exist before the war, in Finland, Esthonia, Poland, Lithuania, and Czecho-Slovakia, and the sum total is that at this moment there are more armed men in time of peace in Europe than in 1913. Is there no danger that this machine will mould the minds of some other peoples, just as the German machine moulded the minds of the Germans?

"Isn't it? Come up with me, and let's try again." Tommy followed her. As they passed the third floor landing a young clerk came out of an office. He hesitated a moment, then addressed himself to Tuppence. "Were you wanting the Esthonia Glassware?" "Yes, please." "It's closed down. Since yesterday afternoon. Company being wound up, they say. Not that I've ever heard of it myself.

This draft agreement, while under consideration in Warsaw, was negatived by the Polish delegates in Paris, who saw no good reason why their people should bind themselves to fight Russia one day for the independence of the Ukraine. Another inchoate state which made an offer of alliance to Poland was Esthonia, but its advances were declined on similar grounds.

Finland, Esthonia, Latvia, Georgia were severed from the chaotic Slav state offhandedly, and the warrant was the doctrine propounded by President Wilson that every people shall be free to choose its own mode of living and working. Every people? Surely not, remarked unbiased onlookers.

He was silent for many minutes, then, laying his hand on the stranger's arm, he asked: "What name have you?" "Egbert," the lad replied. "And how came it," inquired Thorgils, "that you were brought into Esthonia?" Egbert then told his story. He was born, he said, in Northumberland.

The Germans in the Provinces of Livonia, Courland, and Esthonia formed the majority only among the land-holding and merchant classes; and the curbing of their semi-feudal privileges wore the look of a democratic reform. The case was far different with the Finns. They are a non-Aryan people, and therefore differ widely from the Swedes and Russians.

Fear of Bolshevism threw them on to the side of Restoration, and Restoration at the hands of Koltchak and Denikin implied a revival of the Russian Empire at the expense of independent fringes. The Ukraine, Lithuania, Esthonia, and Latvia, and even Poland and Finland, looked askance at such a policy, and naturally could not be brought into a crusade to carry it out.

He had seen the ships passing along the rocky coasts of Esthonia; he had breathed the fresh free air of the sea, and the viking blood in him had been roused. His spirit was filled with the ambition to be the commander of a great warship, and to rove the ocean as his father had done, to visit distant lands and to make himself glorious in battle.

He endeavoured repeatedly to catch a glance of Catherine's eye, that he might judge how she was disposed to look upon him since he had made the discovery, but he was unsuccessful; for Catherine, when she was not reading herself, seemed to take so much interest in the exploits of the Teutonic knights against the Heathens of Esthonia and Livonia, that he could not surprise her eye even for a second.

Political reasons forbade the immediate annexation of Austria, Tyrol, and Salzburg. Combined political and geographical reasons, and, if we look a little deeper, ethnological reasons too, forbade the annexation of Courland, Livonia, and Esthonia.
