By the time this article appears in print, delegates to the convention will have been elected, and interest in the convention itself will have become widespread. The recent objection made in Germany that American prestige might suffer should there be diminution in our Berlin Embassy's social brilliancy has stirred Congress from apathy regarding American representatives abroad.

It was clear that now or never was the time to seize the chance afforded by the war of persuading Congress to sanction the provision of a strong Army and Fleet. The Presidential message also touched on the "conspiracies," but without any mention of the German Embassy's supposed share in them. The period of these so-called "conspiracies" thus closed with a sharp reprimand addressed by Mr.

The dew deposited during darkness had not yet dried from the pavement of the square. Damp, unhappy figures loafed nearby. They were self-evidently secret police, as yet unrelieved after a night's vigil about the Embassy's rugged wall. They were sleepy and their clothing stuck soggily to them, and none of them had had anything warm in his stomach for many hours.

Lansing, the Secretary of State, however, informed me that, as a matter of fact, Rintelen, while in England, had confessed himself to be an emissary of the German Government. I then heard from Captain Boy-Ed that Rintelen, by representing himself as empowered to purchase large stocks of raw material for Germany in the United States, had obtained a considerable advance from the Embassy's funds.

So uniformed police, with conspicuously happy expressions, cleared a space around the stalled truck and stood guard over the parcels under diplomatic seal. With eager helpfulness, they sent for other transportation for the Embassy's shipment. A sneeze was heard from within the mass of guarded freight, and the policemen shook hands with each other.

Gerard, to tell the American correspondents last summer that they would do well to obtain their freedom from the German censorship before invoking the Embassy's good offices to break down the alleged interference with their dispatches by the British censorship. When the Germans learned of the rebuff which Mr.

"Well, we went round together in one of the Embassy's carriages about half-past seven. Monsieur Otto went in alone; but presently, on excuse of getting his portfolio, he came out again, with his cheeks flushed with joy, to tell me that all was well. "'He knows nothing, he whispered. 'Ah, if the next half-hour were over! "'Give me a sign when it is settled, said I. "'For what reason?

The name of every American resident in Paris and his address had been filled in the blank space. He had only to put up the warning over his door that the premises were under the Embassy's protection.

He told the gentlemen of his suite that he had satisfied himself that there was nothing in the Armitage mystery; then he cabled Vienna discreetly for a few days, and finally consulted Hilton Claiborne, the embassy's counsel, at the Claiborne home at Storm Springs. They had both gone hurriedly to Washington, where they held a long conference with the Secretary of State.

But for any reasonable period the Embassy's work fortunately can now go on perfectly well with Mr. Laughlin as Chargé until my successor can get here. The Foreign Office like him, he is persona grata to all other Departments of the Government, and he has had a long experience; and he is most conscientious and capable. And the organization is in excellent condition.
