Men like Sumner, Wilson, Chase, Giddings, Seward, and Lincoln, appealing to both the history and the letter of the Constitution, and to the course of legislation and of judicial decisions on slavery even in the slave States, had been elaborating and demonstrating the counter theory, under which our fundamental law appeared as anything but a "covenant with hell."

By one ingenious expedient or another, sometimes by pledging his own credit, Hamilton got together what was absolutely needful, and without a murmur conquered those petty troubles when he was elaborating and devising a far-reaching policy. Then the whole financial machine of the Treasury Department, and a system of accounting, demanded instant attention.

We have, indeed, advanced to the conception of it as executive power, which will work to a prescribed pattern, but we have yet to grasp the conception of it as versed in the art of design, and capable of elaborating schemes of construction, which will not only be complete in themselves, but also in perfect harmony with one another.

Only the strong and the brave might dare it, and the figure that held her imagination and her sympathy was not the artist, soft of hand and of speech, elaborating graces of sound and color and form, refined, sensitive, and temperamental; but the fighter, unknown and un-knowable to women as he was; hard, rigorous, panoplied in the harness of the warrior, who strove among the trumpets, and who, in the brunt of conflict, conspicuous, formidable, set the battle in a rage around him, and exulted like a champion in the shoutings of the captains.

In such a case I suppose the first instinct of almost any story-teller would be to lengthen the narrative of her loneliness by elaborating the picture of her state of mind, drawing out the record of expectancy and patience and failing hope.

In January, 1830, having broken with Jackson and abandoned all hope of later obtaining the presidency by his aid, Calhoun decided to test the theory of nullification upon the national theatre. His position has been stated by no one so clearly as by himself, for he spent the next three years perfecting and elaborating his argument.

These exercises are varied by swelling the high tone, by changing the vowels, and by elaborating the descending scale passages. The remaining fifteen minutes are devoted to vocalises and songs. Example 3: This is an advanced pupil, whose voice is supposed to be fairly well "placed." Technical exercises of some difficulty are sung, covering a range of an octave and a half, or a little more.

Or for propagating, elaborating, enforcing the new idea, and strenuously doing all that one can to bring as many people as possible to a state of theory, which will at last permit the requisite change in practice to be made with safety and success? This is another and entirely different thing. The time may not have come for the first of these two courses.

Whilst he was elaborating his views I cut him short by asking if he had any orders for me from General Worth. In the meanwhile the latter had reached the front, without either Pemberton or I being aware of his presence. Before the aide had time to reply to my question, General Worth, in a very peremptory tone called out "Come away from there Mr. Pemberton, and let Mr. Smith alone.

It may readily be supposed that Ernest's Latin was not of much service in these operations, for even Wolston's mechanical skill was sorely tried in elaborating the design.
