In ourselves there is a limitless capacity for the development, the humanization of instinct along many lines, as when the primitive infantile curiosity works out into the speculations of a thinker. In other words, we are educable, the lower animals are not, or only within very narrow limits. Yet in one respect the lower animals have the advantage over us. Their instincts are often perfect.

They will even go further some of them and ask whether the Continental practices and the Arnoldian principles do not necessitate divers terribly large and terribly ill-based assumptions, as that all men are educable, that the value of education is undiminished by its diffusion, that all, or at least most, subjects are capable of being made educational instruments, and a great many more.

Is this the right way? Surely the moral nature is also educable. Indeed, if the mind is trained to act energetically, so much more should the moral sense be trained to control the workings of that mind.

By their effects upon the endocrines, public health influences like food, clothing, sleep and overpressure and last but not least, disease, the so-called diseases of childhood, possess a tremendous importance in limiting the output of the educable. They act to subtract from and so to lower the rating, the capacity of the germ-plasm.

If we regard clairvoyance as a normal faculty we are more likely to treat it normally than if we give it a paramount and exceptional value and seek to beatify those in whom it appears. I am convinced from experience that it is both normal and educable though not usually active in the large majority of people.

This we say is a narrow view of the problem, merely because the motives that underlie the conduct we deplore are not bad instincts, or indeed instincts as such at all, but rather feelings or moods which are variable in their expression, complex, and educable.

Institutional Factors If the spirit of war is to any extent educable, and is created in national life and is not merely something instinctive, it is presumably modified in one way and another by all those institutions that are educational in their effect.

The ante-pituitary personality is educable for intelligence, and even intellect, provided the proper educational stimulus is supplied. Men of brains, practical and theoretical, philosophers, thinkers, creators of new thoughts and new goods, belong to this group.
