The same opinions prevailed among the Encyclopedists and Economists, they were announced by the Gironde and the Mountain, and practically carried out by Robespierre and Barras. The Girondists made cautious approaches towards federalism, but one looks in vain through the speeches of Vergniaud for an intimation of individualism. The modern doctrinaires have retained the same principles.

These three Doctrinaires were Casimir Perier, Royer Collard, and Benjamin Constant, who is, I believe, of a more violent party. I do not like him at all: his countenance, voice, manner, and conversation are all disagreeable to me. He is a fair, whithky-looking man, very near-sighted, with spectacles which seem to pinch his nose.

All were equally survivals from the forties bric-a-brac from the time of Louis Philippe; stylists; doctrinaires; ornaments that had been more or less suited to the colonial architecture, but which never had much value in Desbrosses Street or Fifth Avenue. They could scarcely have earned five dollars a day in any modern industry. The men who commanded high pay were as a rule not ornamental.

Without the resolution of the people of the Colonies to resort to arms, and without the guiding military genius of Washington, the Declaration of Independence would be naught in history but the vision of doctrinaires, a mockery of sounding brass and tinkling cymbal. Let us never forget that it was that resolution and that genius which made it the vitalizing force of a great nation.

It has all the vicious misleading of a half-truth unqualified by appreciation of modifying conditions; and so seamen who disdained theories, and hugged the belief in themselves as "practical," became doctrinaires in the worst sense.

Only the most hopeless and futile of doctrinaires could have argued themselves into believing anything else. It was quite idle to argue from the experience of other countries that Russia must follow the universal rule and establish and maintain bourgeois rule for a period more or less prolonged.

But to the end of time they will continue to feel, in spite of doctrinaires, that the voice of nature is better far than the voice of the Lord Chancellor or the Royal Society; and that the instinctive desire for a particular helpmate is a surer guide for the ultimate happiness, both of the race and of the individual, than any amount of deliberate consultation.

Five leaders were deliberately and ignominiously hanged, and hundreds of their misguided followers and sympathizers went into perpetual exile in Siberia there to expiate the folly of supposing that a handful of inexperienced enthusiasts and doctrinaires could in their studies create new and ideal conditions, and build up with one hand while they were recklessly destroying with the other.

Quite likely doctrinaires will stigmatize our conduct in this matter as ``log-rolling''; the men who always criticize but never construct may even call it a ``bargain. There was no ``bargain'' and no ``log-rolling, but they may call it what they like; I believe that we were both of us thoroughly in the right.

The doctrinaires who would split her up and destroy her unity waste their breath upon her. She divines the snare laid for her, and turns away. I like this proof of vitality." His love of traveling never left him. Paris attracted him, as it attracts all who cling to letters, and he gained at one time or another a certain amount of acquaintance with French literary men.
