Robert Browning had no such aid, his verse was even more abhorrent than Tennyson's to the tradition of the elders, and until he found a sort of back-way to please, he was even more indifferent to pleasing. So that while Tennyson became in a manner popular soon after 1850, two decades more had to pass before anything that could be called popularity came to Browning.

It is gratifying to Americans to recognize in Mark Twain the incarnation of democratic America. It is gratifying to citizens of all nationalities to recall and recapture the pleasure and delight his works have given them for decades.

The general fear of a revolution gave the government of England to the Tories, and kept them in power for several decades. And England was ripe for trouble. The government was but nominally representative. No Catholic, Jew, Dissenter or poor man had a vote or could hold a seat in Parliament.

The various foreign elements that have been added during the last few decades by the hundreds of thousands are becoming merged with the people who preceded them, just as the Dutch and the French and the English coalesced during the days of early settlement to form the young American nation.

How a sensible people could expect really to conduct a slave into freedom with less than this it is hard to see. Even with such tutelage extending over a period of two or three decades, the ultimate end had to be enfranchisement and political and social freedom for those freedmen who attained a certain set standard. Otherwise the whole training had neither object nor guarantee.

Our men and women in uniform deserve the best weapons, the best equipment, the best training and they also deserve another pay raise. My budget includes the largest increase in defense spending in two decades because while the price of freedom and security is high, it is never too high. Whatever it costs to defend our country, we will pay.
