This tariff measure of 1816, the first after the war, was a protective action in form rather than by intention. Doubtless some critical souls will call the story flat, but to such people we can only say that there is a lot of harmless fun in the book that will act as an efficient corrective for jaundiced views of life.
As a corrective, it was inadequate; as a preventive, useless.
