According to all international definitions, we have the full right to seize them in any neutral vessel, they being political contrabands of war going on a publicly avowed errand hostile to their true government. Mason and Slidell are not common passengers, nor are they political refugees invoking the protection of any neutral flag.

He simply forwarded General Phelps's resignation to Washington, with the earnest request that the Government would proclaim some policy in regard to the contrabands, and shortly after, learning that the story of an intended attack on the city at that time was a canard, allowed the matter to drop.

Our ten minute touch here lengthened into three horrid sweltering hours owing to the fact, that the intelligent contrabands were paid by the hour for 'toting' the cargo; but off we are at last, thank heaven, and at length we enter the great canal leading to the North River of Norfolk.

III. One regiment of infantry from Brigadier-General McArthur's Division will be temporarily detailed as guard in charge of such contrabands, and the surgeon of said regiment will be charged with the care of the sick. IV. Commissaries of subsistence will issue, on the requisitions of Chaplain Eaton, omitting the coffee ration, and substituting rye. By order of Major-General U.S. Grant.

"Ah," said the count, "that has to be considered." "Yes," the visitor assented, "that has to be considered. I'm for having everything above-board. It ain't easy to handle the contrabands of war at a time like this, when every heraldic bird and beast in Europe is on his hind-legs and looking nine ways for Sundays. If Captain Fyffe likes to come down with me to Blackwall I can show him something.

At noon three regiments were detailed to forage on the country and take all the beef, mules, horses, sheep and salt, which they could find. At two o'clock a supply train from White House Landing arrived with two days rations. At eight in the evening, we found that the enemy were after us, and we started on the retreat. Contrabands followed us in large numbers.

The contrabands were prompt, their names had been called, and they had marched to the trenches, a quarter of a mile distant, and were fairly at work by half-past four or a quarter before five. They did excellent service during the morning hours, and at seven were dismissed till eight. The roll was then called again, absences, if any, noted, and by half-past eight they were at their post.

Barracooning contrabands by thousands may do for the present, but how as to the morrow? Let it be repeated again and again, that they who argue against touching the Negro question at present are putting off from day to day an evil which becomes terrible as it is delayed. It can not be let alone.

All this was scarcely settled, when our host hurried in rather a blank look on his bold face to say that one of his contrabands had just come in, after an absence of two hours: he had taken one of his master's horses without leave, and absolutely declined to state where, or why, he had gone.
