On the 8th of August, 1861, a letter was addressed to Major-General Butler, then in command at Fortress Monroe, Virginia, by the treasurer of the American Missionary Association, respecting the people whom he had denominated "contrabands."

What I have said of the proportion of free Colored persons to the Whites in the District is from the census of 1860, having no reference to persons called Contrabands, nor to those made free by the Act of Congress abolishing Slavery here. "The plan consisting of these Articles is recommended, not but that a restoration of the National authority would be accepted without its adoption.

He then turned to his fellow 'contrabands, and entreated them to embrace thankfully, and improve, the boon already given. He considered the present a pledge of the future the virtual emancipation of fifteen or eighteen hundred the promise of the emancipation of four millions. The Lord works from little to great."

"The transports Long Branch, William N. Frazier, Star, and Tallaca, under the command of Lieutenant-Colonel Dickinson, of General Hooker's staff, conveyed the cavalry and the captured horses and mules across the Rappahannock from Urbanna to Carter's wharf, six miles higher up than the former place, and subsequently conveyed the contrabands to Aquia Creek.

Statistics showing exactly how much the numbers of contrabands in the various branches of the service increased are wanting, but in view of the fact that the few thousand soldiers here given increased to about 200,000 before the close of the Civil War, the other numbers must have been considerable, if they all grew the least proportionately. Much industry was shown among these refugees.

March up the Peninsula Joy of the contrabands Cumberland Landing The Sixth Corps organized At White House On the Chickahominy Fight at Mechanicsville Battle of Hanover Court House. On the ninth of May, after a delay of three days, the Army of the Potomac resumed the pursuit of Johnston's army.

Here we remained until July 16th, when, our term of enlistment having expired, we bade adieu to Hampton, its ancient relics, its deserted houses, its venerable church, its trees and gardens, its contrabands, all so soon to be wasted and scattered by the torch of Virginia Vandals.

"The following pay and allowances will constitute the valuation of the Labor of the Contrabands at work in the Engineer, Ordnance, Quartermaster, Commissary, and Medical Departments at this Post, to be paid as hereinafter mentioned; "Class 1st. Negro man over eighteen years of age, and able-bodied, ten dollars per month, one ration and the necessary amount of clothing. "Class 2d.

"In natural tact and the faculty of getting a livelihood," says the same writer, "the contrabands are inferior to the Yankees, but quite equal to the mass of southern population." The Negroes also showed capacity to organize labor and use capital in the promotion of enterprises. Many of them purchased land and cultivated it to great profit both to the community and to themselves.

The emancipation of slaves is virtually inaugurated. Gen. Butler, once a hard pro-slavery Democrat, takes the lead. Tempora mutantur et nos, &c. Butler originated the name of contrabands of war for slaves faithful to the Union, who abandon their rebel masters. A logical Yankee mind operates as an accoucheur to bring that to daylight with which the events are pregnant.
