To those, doubtless, who were the consignees of the Company, such as the sons of Thomas Hutchinson, or Mr. Abram Lott of New York. Certainly no private merchant "who is acquainted with the operation of a monopoly... will send out or order tea to America when those who have it at first hand send to the same market."
In many cases the consignees were persuaded, not wholly without menace, to make public engagement to relinquish their appointments. Pilots were advised as patriots to lend no aid to the threatened importation; indeed, it was pretty plainly hinted to some of them that they would best prove their patriotism by using their especial knowledge in such a way as would most effectually prevent it.
Their strength and numbers, spirit and illumination, render the experiment dangerous, the defeat certain: The Consignees must attribute to themselves the loss of the property of the East India Company: had they seasonably quieted the minds of the people by a resignation, all had been well; the customhouse, and the man who disgraces Majesty by representing him, acting in confederacy with the inveterate enemies of America, stupidly opposed every measure concerted to return the Teas.
The cargo had been well shipped by men skilled in the subtle art of contraband. It was billed, and the barrels were addressed, to a firm in Calford whose reputation for integrity was quite unimpeachable. Herein was the cunning of the smugglers. The sugar barrels were never intended to reach Calford. They were not robbing the consignees in this raid upon the freight train.
Mr. Brantock's cart jogged steadily on by cross-cuts and by-roads at the dictation of parcels whose destinations Mr. Brantock's horse bore in mind, and chose the nearest way to, allowing his so-called driver to deliver them on condition that the consignees paid cash. His harness stood in the way of his doing so himself.
I was thankful to find that the consignees of the Ellen consented to allow my mate to take her home. On her next voyage my parents and sister, as well as my uncle and aunt, agreed to accompany me to England, leaving my brothers-in-law in charge of their two estates.
The stubborn courage of Governor Hutchinson prevented the consignees, two of whom were his own sons, from resigning; the ships arrived and were anchored under guard of a committee of citizens; if they were not unloaded within twenty days, the custom-house officers were empowered by law to seize them and unload them by force; and having once come within the jurisdiction of the custom-house, they could not go out to sea without a clearance from the collector or a pass from the governor.
He invited them to seat themselves at the table, but they were in a hurry. They were on their way to see the consignees of their boats. "Now you know it, Captain," said the skipper on bidding him farewell. "These demons are after you in order to pay you up for something in the past. You know what for.... Be very careful!" The rest of the evening Ferragut and Toni talked very little together.
In the end the British Government paid to the German East African Line owning the Bundesrath, Herzog and General, £20,000 sterling, together with an additional sum of £5,000 as compensation to the consignees. For the detention of the ship Hans Wagner, a German sailing boat which had been arrested on February 6, 1900, the sum of £4,437 sterling was paid.
The consignees, it was urged by the American shippers, were reputable merchants in Delagoa Bay, and the consignments were not of an unusual character but were a part of the ordinary commerce with the East coast.
