The Court minions of the two last centuries knew not what they did when they reduced that effectual regard which kings ought to have for their subjects into mere style and form; for there are, as you see, certain conjunctures in which, by a necessary consequence, subjects make a mere form also of the real obedience which they owe to their sovereigns.
"How they may extort, not how they may sue for honours, is what they seek: and they are anxious to attain the highest honour, so that they may not owe the obligations incurred even for the lowest; and they prefer to sue for honours rather through favourable conjunctures than by merit.

Such a plan, properly regulated, would have been a great advantage to commerce, which is always distressed by the practice of pressing seamen; and at the same time, a great security to the kingdom in dangerous conjunctures, when it may be necessary to equip an armament at a minute's warning.
But the whole passage, in connection with what follows it, indicates that the author has mixed up the state of affairs at two very close, but very distinct, conjunctures. Many similar instances of defective knowledge might be cited, nor are they confined to this early period.
