I have before me the official list of the members of the Sovnarkom that is, the Council of the People's Commissars of the Soviet government. As is well known, the elaborate and intricate governmental system of Soviet Russia centers ultimate authority in this Council of People's Commissars, which consists of seventeen members.

Litvinov invited me to have dinner with the Petrograd Commissars, which I was very glad to do, partly because I was hungry and partly because I thought it would be better to meet Zinoviev thus than in any other manner, remembering how sourly he had looked upon me earlier in the revolution. Zinoviev is a Jew, with a lot of hair, a round smooth face, and a very abrupt manner.

The manager stuck to his post during the battle of Perm, and by a judicious distribution among the Bolshevik Commissars of the surplus roubles of the Tsar remaining in his possession got them out of the works without damage. This was an unheard-of situation, for nowhere else have the Soviet Commissars left anything they could destroy.

The attitude of the commissars apparently is that required religious observances should not be permitted in public institutions, and doubtless some of the inspectors have gone further than was necessary in prohibiting any symbol of the religion which probably most of the children still nominally adhere to.

For example, on page 5 I find what purports to be a list of the members of the Council of the People's Commissars. The actual list, copied from Bolshevist official sources, I have reproduced on an earlier page. This fraudulent list contains twenty-two names, of which number seventeen are alleged to be Jews, three Russians, and two Armenians. All these are Russians; there is not a Jew among them.

Somebody named Nirdlinger was President of the United Nations, and somebody else named Krassin was Commissar of Commissars for the Com-Pubs. Newspapers were printing flat pictures in three colors only, and deploring the high cost of stereoscopic plates. And ... Thorn Hard was a high-level flier for the Pacific Watch. That is the essential point, of course Thorn Hard's work with the Watch.

On the other hand, it was said that the appointment of Commissars would tend to make Communists unpopular, since inevitably in many cases they would have to support the specialists against the workmen, and that the collegiate system made the workmen feel that they were actually the masters, and so gave possibilities of enthusiastic work not otherwise obtainable.

Boyd states that he saw a letter which she wrote, unsolicited, to her former comrades, telling them that they should not believe the lies which their commissars told them, and that the Allies were fighting for the good of Russia.

The Soviet Commissar knew nothing about the business himself, and appointed Works Commissars, still more ignorant of their duties, to control the establishment. The result was that production fell to such a point that the experts refused to work under such incompetents and gradually escaped to other outlandish districts.

Supporting the Soviet rule and accepting the orders of the Council of People's Commissars, the Constituent Assembly acknowledges its duty to outline a form for the reorganization of society.
