But these two last were of a most oppressive and arbitrary kind, devoted chiefly to restore the ancient privileges of the patrician caste. Of these tables, it should be observed that they were made laws not by the vote of the people, but by the simple edict of the decemvirs. It was, no doubt, expected that the second decemvirs also would have held comitia for the election of successors.
Of the three forms which the Roman legislature successively assumed, one, it is well known the Comitia Centuriata was exclusively taken to represent the State as embodied for military operations.

The pith of it consists partly in the restriction of the censorial arbitrary rule, partly in the restriction of the influence of the nobility on the one hand, and of the non- freeholders and the freedmen on the other, and so in the remodelling of the centuriate comitia according to the principle which already held good for the comitia of the tribes; a course which commended itself by the circumstance that elections, projects of law, criminal impeachments, and generally all affairs requiring the co-operation of the burgesses, were brought throughout to the comitia of the tribes and the more unwieldy centuries were but seldom called together, except where it was constitutionally necessary or at least usual, in order to elect the censors, consuls, and praetors, and in order to resolve upon an aggressive war.

A Latin domiciled in Rome always enjoyed a limited suffrage in the Comitia, and a pretended domicile might easily be invented for a temporary resident.
As things stand at present he is enjoying a wonderful reputation. For on his having postponed the comitia to October, as that is a measure which is always against the popular feeling, Cæsar had imagined that the assembly could be induced by a speech of his to go to Bibulus's house; but after a long harangue full of seditious suggestions, he failed to extract a word from anyone.
Positively, therefore, by making the Senate's previous consent to a law necessary, and negatively by these limitations of the prerogative of the tribunes, legislative power was placed wholly in the Senate's hands.
