The disability as regarded the right of voting gave the deeper offence, that it was as the comitia were then constituted politically absurd, and the hypocritical care of the government for the unstained purity of the electors appeared to every unprejudiced person ridiculous; but all these restrictions were dangerous, inasmuch as they invited every demagogue to carry his ulterior objects by taking up the more or less just demands of the new burgesses and of the Italians excluded from the franchise.

Spurius Cassius proposed to the Comitia Centuriata that the public domain—land obtained by conquest—should be measured, and a part reserved for the use of the State, and another portion distributed among the needy citizens—a just proposition, since no property held by individuals was meddled with.
For greater security as regards the latter, moreover, the order of voting still subsisting in the -comitia centuriata-, according to which the five property-classes in each tribe gave their votes one after another, was done away; instead of this, all the centuries were in future to vote promiscuously in an order of succession to be fixed on each occasion by lot.
The government of the senate might be bad; the primary assemblies could not govern at all. Suffrage was almost universal among freemen, but down almost to the Empire, the people voted by orders, and were counted, not numerically, but by the rank of the order, and the comitia curiata could always carry the election over the comitia centuriata, and thus power remained always in the hands of the rich and noble few.
The middle class, whose votes were decisive in the comitia, did not feel itself specially called on to advance the interests of genteel non-patricians, so long as its own demands were disregarded by the plebeian no less than by the patrician aristocracy. The Suffering Farmers
