These explorations and those of French, German, and Portuguese travellers served to bring nearly the whole of Africa within the ken of the civilised world, and revealed the fact that nearly all parts of tropical Africa had a distinct commercial value. This discovery, we may point out, is the necessary preliminary to any great and sustained work of colonisation and annexation.

At first promises were made that the whole matter should be fully gone into; but when it came to cold fact, Ferdinand was obliged to recognise that this whole business of discovery and colonisation had become a very different thing to what it had been when Columbus was the only discoverer; and he was obviously of opinion that, as Columbus's office had once been conveniently withdrawn from him, it would only be disastrous to reinstate him in it.

Her vessels were found by the earliest Greek navigators in all parts of the Mediterranean into which they themselves ventured, and were known to push themselves into regions where no Greek dared to follow them. Under her fostering care Phoenician colonisation had spread over the whole of the Western Mediterranean, over the AEgean, and into the Propontis.

The cause is as clear as the effect, yet it might be erroneous to ascribe the policy so long pursued to short-sightedness. The Spaniards, in their schemes of colonisation, had partly a religious purpose in view, but the government discovered a great source of influence in the disposal of the extremely lucrative colonial appointments.

It was not possible for me to behold the wonderful fertility of the soil, the vast herds of cattle, proper both for labour and food, and a variety of other circumstances favourable to colonisation and agriculture and reflect, withal, on the means which presented themselves of a vast inland navigation without lamenting that a country so abundantly gifted and favoured by nature should remain in its present savage and neglected state.

The colonisation was not so continuous as the Greek, nor was it so extensive in one direction, but on the whole it was wider, and it was far bolder and more adventurous. The Greeks, as a general rule, made their advances by slow degrees, stealing on from point to point, and having always friendly cities near at hand, like an army that rests on its supports.

In Thoughts on African Colonisation he developed exhaustively ten points as follows: That the American Colonization Society was pledged not to oppose the system of slavery, that it apologized for slavery and slaveholders, that it recognized slaves as property, that by deporting Negroes it increased the value of slaves, that it was the enemy of immediate abolition, that it was nourished by fear and selfishness, that it aimed at the utter expulsion of the blacks, that it was the disparager of free Negroes, that it denied the possibility of elevating the black people of the country, and that it deceived and misled the nation.

Arnold White, who has already conducted two parties of Colonists to South Africa, is one of the few men in this country who has had practical experience of the actual difficulties of colonisation.

Thus ended the visit of the great navigator to Tahiti, an island which afterwards became the scene of one of the most romantic incidents that was ever recorded in the annals of maritime adventure, namely, the mutiny of the men in H.M.S. Bounty, and the consequent colonisation of Pitcairn Island. Tahiti is now civilised, and under the protective government of the French.

The East-Indian and Chinese markets, the colonisation of America, trade with the colonies, the increase in the means of exchange and in commodities generally, gave to commerce, to navigation, to industry, an impulse never before known, and thereby, to the revolutionary element in the tottering feudal society, a rapid development.
