Our Empire, for all its roll of battles, was not created by force; colonisation and diplomacy have played a far larger share in its growth than conquest; and there is no such strength in its sovereignty as the rule of pride and pressure demand. It is to the free consent and participation of its constituent peoples that we must look for its continuance.
