Johann Philipp, Count von Cobenzl, enjoys, not only in his own country, but through all Europe, a great reputation as a statesman, and has for a number of years been employed by his Court in the most intricate and delicate political transactions.
This remark made the Austrian Ambassador, Count von Cobenzl, propose a private consultation among the members of the foreign diplomatic corps at one of their hotels, at which the Russian charge d'affaires, D'Oubril, who was not at the dinner party, was invited to assist.
Though forty-eight hours had elapsed after this furious sally before he met with the Austrian Ambassador, Count Von Cobenzl, his passion was still so furious, that, observing his grossness and violence, all the members of the diplomatic corps trembled, both for this their respected member, and for the honour of our nation thus represented.
In October, 1795, Count von Cobenzl signed, in the name of the Emperor, a treaty with England and Russia; and in 1797 he was one of the Imperial plenipotentiaries sent to Udine to negotiate with Bonaparte, with whom, on the 17th of October, he signed the Treaty of Campo Formio.
I met there a certain Count Cobenzl, who may be alive now a man of wisdom, generosity, and the vastest learning, and yet without any kind of pretention. He gave a State dinner to M. Zaguri, and I had the pleasure of meeting there three or four most charming ladies. I also met Count Tomes, a Spaniard whose father was in in the Austrian service.
"It is cold to-day," said Count Cobenzl, after a pause in the conversation. "For my part, I like cold weather, for it reminds me of the most memorable years of my life of my sojourn at the court of the Russian Semiramis. But you, marquis, are probably reminded by this frosty weather even more sensibly of your beautiful Naples and the glowing sun of the south.
"This is indeed a princely gift," cried the covetous Potemkin, perfectly dazzled by the magnificence, and intoxicated by the possession of all these riches. "Never have I seen such jewels. They blaze like the stars of heaven!" Cobenzl bowed. "And this sapphire!" continued the prince, "the empress herself has nothing to compare to it!"

"Austria can only consent to a peace which extends her boundaries, and enlarges her territory," exclaimed Cobenzl, hastily. "You are right, certainly," replied the Marquis de Gallo, slowly; "but Austria cannot intend to aggrandize herself at the expense of France.
When his voice thundered at them, they had lowered their heads only to raise them slowly again as soon as the general was silent. To-day, on the thirteenth of October, another interview was to take place, at the hotel of Count Cobenzl, and perhaps that was the reason why General Bonaparte had risen at an unusually early hour in the morning.
On the fate of these islands a stormy discussion arose, Cobenzl stipulating for their complete independence, while Bonaparte passionately claimed them for France.
