At last, in 1780, Congress offered to hold any lands which might be granted to it, with the pledge to form them into States, and, following this, New York, and Virginia intimated a willingness to make the required cessions. Then Maryland yielded and ratified the Articles, so that they came into operation on March 2, 1781.
"You, sir," she exclaimed, "who had such a share in the sacrifice of Silesia; you, who contributed more than any one in procuring the cessions to Sardinia, do you still think to persuade me? No! I am neither a child nor a fool! If you will have an instant peace, make it. I can negotiate for myself. Why am I always to be excluded from transacting my own business?
Assam, Arakan, and the Tenasserim provinces were ceded to the company, whose protectorate was also recognised over other territories upon the course of the Brahmaputra. It was not until February, 1826, that the King of Ava could be induced to sign the treaty embodying these cessions, and many years were to elapse before the port of Rangoon was opened to British commerce.
When to these results are added the enormous cessions of Indian lands which have been opened to settlement, aggregating during this Administration nearly 26,000,000 acres, and the agreements negotiated and now pending in Congress for ratification by which about 10,000,000 additional acres will be opened to settlement, it will be seen how much has been accomplished.
But neither the Emperor of France nor the sovereigns of Germany seemed to remember that there was a Diet still in session at the ancient city-hall of Ratisbon, which formerly had to sanction all treaties of peace, all cessions of territory, and all political changes whatever, so that they might be recognized and become valid in the German empire.
From the cessions of Mexico there have been formed the States of California and Nevada , and the Territories of Arizona, New Mexico, and Utah. Alaska was purchased from Russia in 1867. West Virginia was formed into a distinct State in 1863, in consequence of the secession of Virginia.
On the 20th the allied scouts brought to head-quarters a despatch written by Maret the day before to Caulaincourt which contained this damning sentence: "The Emperor's desires remain entirely vague on everything relating to the delivering up of the strongholds, Antwerp, Mayence, and Alessandria, if you should be obliged to consent to these cessions, as he has the intention, even after the ratification of the treaty, to take counsel from the military situation of affairs.
A vast portion of them is composed of territories which were ceded by individual States to the United States, after the close of the Revolutionary war, and before the adoption of the present Constitution. The history of these cessions, and the reasons for making them, are familiar to you. Some of the Old Thirteen possessed large tracts of unsettled lands within their chartered limits.
John had made a later treaty with Philip, purchasing his support with promises of still more extensive cessions of the land he coveted, and under this treaty the king of France had taken possession of parts of Normandy, while the justiciar of England, learning of John's action, had obtained a degree of forfeiture against him from a council of the barons and had begun the siege of his castles.
Negotiations are now depending with the tribes in the Illinois Territory and with the Choctaws, by which it is expected that other extensive cessions will be made. I take great interest in stating that the cessions already made, which are considered so important to the United States, have been obtained on conditions very satisfactory to the Indians.
