Any soldier could come to him and receive money. It is said that no common soldier went away from him with less than a dollar. When he was on his way to Cartagena, having resigned power forever, when he was writing to Caracas for money, at a time when he had not enough to pay his transportation abroad, he was still giving of his limited resources to all who begged of him.

They did not, however, return as thus expected, a misadventure which was chiefly due to their having to guard a convoy past Cartagena, a potent illustration of the influence exerted by a powerful squadron, judiciously placed on the flank of an important trade route, or line of communication; but even had they rejoined, six others were told off to leave at once in turn.

Two squadrons, consisting of merchant ships and convoys under command of an admiral and vice-admiral, made the trip each year. The first touched at some of the islands and then went to Vera Cruz; the latter touched first at Cartagena and passed on thence to Porto Bello, where the fair was held about the middle of March.

For instance, that of Spain employed us liberally, principally tor the equipment of the royal dockyards of Ferrol and Cartagena. These orders came to us through Messrs. Zuluatta Brothers, who conducted their proceedings with us in a prompt and business-like way for many years. Through the same firm we obtained orders to furnish machinery for the Spanish royal dockyard at Havana.

Ascher, so I conceived the situation, was to stretch his threads from Calvary to the grapefruit trees of Cartagena. At Bahia I was introduced to a Brazilian statesman. I met him first at the house of one of Ascher's banker friends.

My object, of course, is to penetrate to the town of Cartagena itself, and there pick up all the news that I can get hold of relative to the movements of the plate ship, seeing her, if possible, and so acquainting myself with her build, rig, and general appearance, so that if by any chance she should sail in company with other ships I may know for certain which is the craft that we must single out for attack.

But, when there, they were fain to admit that their labour had been well spent; for as they topped the last rise the vegetation suddenly became much thinner, so that they found themselves able to force a way through it without being obliged to have recourse to their hangers; and presently they emerged upon the bare hilltop, and beheld, spread out at their feet, a magnificent panorama embracing a view of the whole upper bay and inner harbour, with the town of Cartagena a bare four miles distant.

But for the loss of Gibraltar, the position of Spain would have been closely analogous to that of England. Looking at once upon the Atlantic and the Mediterranean, with Cadiz on the one side and Cartagena on the other, the trade to the Levant must have passed under her hands, and that round the Cape of Good Hope not far from her doors.

The curious little nautilus, or Portuguese man-of-war, is very common in these waters, and can be seen in quantities sailing along the surface with their crude-magenta membranes extended to the breeze. Cartagena de Indias, a city of narrow streets, high houses and massive ramparts, is a curious piece of seventeenth-century Spain to find transplanted to the Tropics.

By the time that we had found our way round to the village where we hoped to get a canoe, it would be nearly or quite nine; and by the time that we reached Cartagena it would be ten o'clock, or after; there would be no work doing, and most of the good folk would be abed; thus I should stand a very poor chance of gaining any information worth having.
