They are little tempted to knife reputations, to start false campaign issues, to inflame partisan feeling; for every prospective cantonal measure undergoes sober popular discussion the year round, with the certain vote of the citizenship in view in the cantons having the Landsgemeinde or the obligatory Referendum, and a possible vote in most of the other cantons, while federal measures also may be met with the federal optional Referendum.

He has the whole armed power behind him. He enjoys the privilege of granting pardons to individual criminals; suspending the National Guards; of removing with the consent of the Council of State the general, cantonal and municipal Councilmen, elected by the citizens themselves. The initiative and direction of all negotiations with foreign countries are reserved to him.

In the demi-canton of Outer Appenzell, 13,500 voters are qualified thus to meet and legislate, and the number actually assembled is sometimes 10,000. In communal political assemblages, however, there are usually but a few hundred voters. The yearly cantonal or demi-cantonal Landsgemeinde takes place on a Sunday in April or May.

Thanks more particularly to my friend Sulzer, the Cantonal Secretary, whom my wife at first despised so much on account of his title which she misunderstood, and who, although he was far from well-off himself, thought it only natural that he should help me, however moderately, out of my difficulties, we soon succeeded in making our little place look so cosy that my simple Zurich friends felt quite at home in it.

The abolition of the Celtic cantonal, and the introduction of the Italian urban, constitution paved the way for the Romanizing of the rich and important territory; this was the first step in the long and momentous transformation of the Gallic stock which once stood contrasted with Italy, and the assaults of which Italy had rallied to repel into comrades of their Italian masters.

The judges of the cantonal courts as a rule are chosen by the Grand Council; their number seven to thirteen; their terms one to eight years. The cantonal court is the court of last resort. The Federal Tribunal, which consists of nine judges and nine alternates, elected for six years, tries cases between canton and canton or individual and canton.

The nature of the case as well as Caesar's express statement proves that the passages of Caesar to Britain were made from ports of the coast between Calais and Boulogne to the coast of Kent. A more exact determination of the localities has often been attempted, but without success. V. VII. Subjugation of the Belgae IV. V. War with the Allobroges and Arverni V. VII. Cantonal Constitution

The articles were reprinted in book form in Brussels, and other works on the subject were afterward issued by Rittinghausen and his co-worker Victor Considérant. The cantonal Initiative was almost unknown outside the Landsgemeinde when it was established in Zurich in 1869. The people had grown tired of being beheaded by the office-holders after every election."
