Was that addressed to the director of the Caisse Territoriale or to the defaulting ex-receiver-general? In any event, the employment at the outset of the brutal method of formal summons, instead of a quiet notification, was sufficiently indicative of the seriousness of the affair and the firm determination of the authorities.

Its influence, however, extends much farther, and the Caisse exercises the right of prohibiting expenditure on the part of the Egyptian government until its own demands for current interest have been complied with.

The man who spoke thus falteringly was a little fellow in white gaiters, with an albino's face and scanty hair that stood erect in bunches. A hideous smile parted his flabby lips. "The honorable Monsieur Sarigue refers to the Caisse Territoriale; we proceed to answer him." The Paganetti den of thieves seemed to be, in truth, very familiar to him.

If all that the Caisse claimed as belonging to its jurisdiction were really allowed to it by the Anglo-Egyptian government, the Caisse or International Court might exercise an arbitrary control over Egyptian affairs.

Nor did she ever quite forget how long he had worshipped with unostentatious devotion at her lowly shrine of the caisse in the Café des Exiles, and how shabbily she had rewarded his admiration never once, in those many months, with so much as a smile and how unresentful had been his acceptance of her half-feigned, half-real indifference to his existence.

In 1878 a Commission was appointed with power to examine the whole of the Egyptian administration.
