The debate which followed the Budget speech was quiet, discursive, friendly to the Chancellor of the Exchequer. Mr. Picton is a formidable man to Chancellors of the Exchequer for he has very strong ideas of reform especially on the breakfast-table; but Mr.
Besides its local powers, it is competent, first, to regulate electoral registration and procedure and prescribe the qualifications of electors and the manner of exercising suffrage; second, to organize courts of justice with native judges from members of the local bar; third, to frame the insular budget, both as to expenditures and revenues, without limitation of any kind, and to set apart the revenues to meet the Cuban share of the national budget, which latter will be voted by the national Cortes with the assistance of Cuban senators and deputies; fourth, to initiate or take part in the negotiations of the national Government for commercial treaties which may affect Cuban interests; fifth, to accept or reject commercial treaties which the national Government may have concluded without the participation of the Cuban government; sixth, to frame the colonial tariff, acting in accord with the peninsular Government in scheduling articles of mutual commerce between the mother country and the colonies.
The functions and the constitution of both the Viceroy's and the Provincial Legislative Councils, though their powers remained purely consultative, were substantially enlarged by the addition of a considerable number of unofficial members representing, at least in theory, all classes and interests, who were given the right to put questions to the Executive on matters of administration and, in the case of the Viceroy's Council, to discuss the financial policy of Government if and when the budget to be laid before it involved fresh taxation.
We've demonstrated in this restrained budget that we can build on the gains of the past 2 years to provide additional support to educate disadvantaged children, to care for the elderly, to provide nutrition and legal services for the poor, and to strengthen the economic base of our urban communities and, also, our rural areas.
This budget is considered a sacred deposit, and is carried by some person selected for the purpose, who marches in front, and leads the party against the enemy. When the party halts, the budget is deposited in front, and no person passes it without authority. No one, while such an exhibition is pending, is allowed to lay his pack on a log, converse about women or his home.
As regards the army, it was proposed in the Budget of July 1913 to retain 300,000 men on active service for six months longer than before, thus strengthening the forces, especially during the winter months. The peace strength of the Russian army for Europe in 1914 exceeded 1,200,000 . That of Austria-Hungary exceeded 460,000 men, that of Italy 300,000 men.
I have now tried to show you that the Budget, and the policy of the Budget, is the first conscious attempt on the part of the State to build up a better and a more scientific organisation of society for the workers of this country, and it will be for you to say at no very distant date whether all this effort for a coherent scheme of social reconstruction is to be swept away into the region of lost endeavour.

We must balance our Federal budget so that American families will have a better chance to balance their family budgets. Only with the cooperation of the Congress can we meet this highest priority objective of responsible government. We are on the right track. We had a balanced budget in 1969.
