I observed, when speaking on this subject before, that if we looked to any measure, whether for a road, a canal, or any thing else, intended for the improvement of the West, it would be found that, if the New England ayes were struck out of the lists of votes, the Southern noes would always have rejected the measure. The truth of this has not been denied, and cannot be denied.
My dear Mrs Veneering, do let us resolve ourselves into a Committee of the whole House on the subject. Mrs Veneering, always charmed by this rattling sylph, cries. 'Oh yes! Do let us resolve ourselves into a Committee of the whole House! So delicious! Veneering says, 'As many as are of that opinion, say Aye, contrary, No the Ayes have it. But nobody takes the slightest notice of his joke.
However, all eloquence here consisted in displaying the strength of one's lungs in a violent delivery of the phrase or cry which the whole crowd had to repeat; for the addresses were nothing more than so much vociferation interspersed with "Ayes" and "Paters."
It passed the House by 96 ayes, 26 noes, but was indefinitely postponed in the Senate. The bill giving women the right to vote for Presidential electors passed the House March 5 by 103 ayes, 24 noes; and the Senate March 21 by 49 ayes, 11 noes. It was signed by Governor J. A. A. Burnquist two days later in the presence of a group of suffragists. Mrs.
"Put it to a vote," called out Fritz, "all in favor of the same say aye; contrary no. The ayes have it unanimously. Hurrah for Alabama Camp. Seems like that's a good restful name; and I hope we sleep right good here; for most of us are pretty well used up."
The same bitter war over the sum to be paid was fought over again, and now that the ayes and nays could be called and placed on record, every man was compelled to vote by name on the three millions, and indeed on every paragraph of the bill from the enacting clause straight through. But as before, the friends of the measure stood firm and voted in a solid body every time, and so did its enemies.
Resolution, as above, put to the vote. Majority Ayes. Miss Finch. Mr. Nugent Dubourg. Mr. Oscar Dubourg. Madame Pratolungo. Minority Noes. Finch. Finch. Resolution carried by a majority of two. Debate adjourned to a day to be hereafter decided on. By the first train the next morning, Nugent Dubourg started for London.
The vote was 121 ayes; 230 noes. A bill for Presidential suffrage had previously been killed in committee. Bills for Presidential and for County and Municipal suffrage were introduced into both Houses.
Anyhow I didn't mean to hurt her feelings before, and this will sort of make up." "Any other nominations?" inquired Marie briskly. There was silence and then somebody began to clap. In a minute the whole meeting was clapping as hard as it could. "I guess we don't need ballots," said Marie, when she could be heard. "All in favor say aye." There was a regular burst of ayes. "Those opposed?"
The House came to a final test on the Senate amendments on the 13th of June and concurred in all of them by a single vote ayes 120, noes 32. The work of Congress in securing the Fourteenth Amendment was thus made complete. The notification to the States was dated June 16th.
