Heemskerk undertook the task of forming a new cabinet from the anti-revolutionary and Catholic groups, and at the next general election of 1909 he won a conclusive victory at the polls. This victory was obtained by wholesale promises of social reforms, including old age pensions and poor and sick relief.

The position of the court was equivocal and embarrassing. It encouraged every anti-revolutionary enterprise and avowed none; it felt more than ever its weakness and dependence on the assembly; and while desirous of throwing off the yoke, feared to make the attempt because success appeared difficult.

The Bolsheviks deliberately broke their word, and Trotsky issued an order to "all troops fighting against the anti-revolutionary Czecho-Slovak brigades" in which he said: "The concentration of our troops is complete. Our army being aware that the Czecho-Slovaks are direct allies of the anti-revolution and of the capitalists, fights them well. The Czecho-Slovaks are retreating along the railway.

It is altogether a wonderful business. These anti-revolutionary States combining to revolutionise a rebellious province of an unoffending ally! November 11.

A little later, Lafayette wrote: "The refugees hovering about the frontiers; intrigues in most of the despotic and aristocratic cabinets; our regular army divided into tory officers and undisciplined soldiers; licentiousness among the people not easily repressed; the capital, that gives the tone to the empire, tossed about by anti-revolutionary or factious parties; the assembly fatigued by hard labor, and very unmanageable cause me sometimes to be filled with alarm."

I can understand that the princes and their adherents, seeing the lists of the emigres closed, mortgages suppressed, the Catholic faith restored, anti-revolutionary decrees accumulating, should begin to see that their return is becoming difficult, not to say impossible. Bonaparte being the sole obstacle now in their way, they want to get rid of him nothing simpler.

In this respect they were consistent; equality-socialism allows none but automatic citizens, mere tools in the hands of the State, all alike, of a rudimentary fashion and easily managed, without personal conscience, spontaneity, curiosity or integrity; whoever has cultivated himself, whoever has thought for himself and exercised his own will and judgment rises above the level and shakes off the yoke; to obtain consideration, to be intelligent and honorable, to belong to the elite, is to be anti-revolutionary.

They had long clung to the hope that his Concordat with the Pope and other anti-revolutionary measures betokened his intention to recall their dynasty. But in February, 1803, the Comte de Provence received overtures which showed that Bonaparte had never thought of playing the part of General Monk.

Administrative tools that cut so sharply need the greatest care, and, from time to time, they are carefully oiled: on the 20th of July, 1793, two thousand francs are given to each of the forty-eight committees, and eight thousand francs to General Henriot, "for expenses in watching anti-revolutionary maneuvers;" on the 7th of August, fifty thousand francs "to indemnify the less successful members of the forty-eight committees;" three hundred thousand francs to Gen.

"it is indispensable that the people should close the gates of the towns and unhesitatingly make way with every priest, public functionary and anti-revolutionary, known instigators and their accomplices."
