Already the question has raised bitter dissensions among our statesmen. Discord now may evoke anarchism which will arouse the two strong but perilous elements in China, anti-foreign fanatics and Mohammedans.

Many people considered that the day would be the cause of much rioting, of definite hostility to the Provisional Government, of anti-foreign demonstrations, and so on; others, idealistic Russians, believed that all the soldiers, the world over, would on that day throw down their arms and proclaim a universal peace....

Some of the poor wretches reached the British Consulate, alive or half alive, clamouring for shelter; but Mr. Meadows, then Consul, refused to let them in, fearing to turn the riot from an anti-Portuguese disturbance into an anti-foreign outbreak, and the unfortunate creatures frantically beat on the closed gates in vain.

A new society now sprang up, and spread with amazing rapidity, the Tong-haks. It was anti-foreign and anti-Christian, and Europeans were at first inclined to regard it in the same light as Europeans in China later on regarded the Boxers. But looking back at it to-day it is impossible to deny that there was much honest patriotism behind the movement.

The extent of the movement it is not easy to estimate. It opened up the intensely anti-foreign province of Hupeh, and transformed it into a section where railroads were to be built connecting the north with the south. It opened up the great mining province of Shansi and the lumber regions of Manchuria. It started railroads which are now lines of trade for the whole empire.

In the second half of the year 1900 an anti-foreign outbreak, known as the "Boxer Rebellion," broke out in the province of Shantung, and, spreading thence to Pehchili, produced a situation of imminent peril for the foreign communities of Peking and Tientsin. No Western power could intervene with sufficient promptness. Japan alone was within easy reach of the commotion. But Japan held back.

It must not be forgotten that during the anti-foreign outbreak there were hundreds of Chinamen, besides the Christian converts, who, although well aware that a price was placed on the head of every foreigner, scorned to betray them, and did all in their power to facilitate their escape to a place of safety. On their journey over the mountains, Mrs.

The effect of such utterances at such a time was that of insult never to be forgiven upon a people who never forgive. Utterances of hate they were, but also utterances of alarm, alarm excited by the signing of those new treaties, bringing all aliens under Japanese jurisdiction, and fear, not unfounded, of another anti-foreign agitation with the formidable new sense of national power behind it.

The mob said they saw many blind children at the church, who were made to work after having their eyes gouged out. The Prefect of Ichang Province said it was true that missionaries did get the Chinese childrens' eyes for making medicine, so my father suggested having those blind children brought into the Yamen and ask them. The Prefect was a most wicked man, and was very anti-foreign also.

I don't mean military force, but definite positive statements about what she couldn't do that she knew meant business. At the present time the Japanese are trying to stir up anti-foreign feeling and make the Chinese believe the Americans and English are responsible for China not getting Shantung back, and also talking race discrimination for the same purpose.
