To show how much the rapid migration to that city aggravated the situation under these circumstances one needs but note the statistics of the increase of the free people of color in that State. There were only 22,492 such persons in Pennsylvania in 1810, but in 1820 there were 30,202, and in 1830 as many as 37,930. This number increased to 47,854 by 1840, to 53,626 by 1850, and to 56,949 by 1860.
The armies of the two, embracing regular troops and those subject to call, did not differ much in numbers, unless we set aside the authority of the "Almanach de Gotha," which puts the military force of France somewhat vaguely at 1,350,000, while that of North Germany is only 977,262, to which must be added 49,949 for Bavaria, 34,953 for Wuertemberg, and 43,703 for Baden, making a sum-total of 1,105,867.
The Daily Telegraph published the number of deaths from disease at Bloemfontein during the months of April, May, and the first part of June. They reach the awful total of 949. Dr. Conan Doyle, in a recent letter published in the British Medical Journal, says: 'I know of no instance of such an epidemic in modern warfare.

Thick walls, deep ditches, and formidable towers, a great many turrets, bastions, casemates, and fortified gates, made Rouen an important place, before the revolution: omitting the different sieges, which it had to sustain from the Normans, we must notice in 949 those by Otho, emperor of Germany, Louis IVth, king of France, and Arnould count of Flanders; that in 1204 by Philip-Augustus, 1418, by Henry Vth king of England; that in 1449, after which, Charles VIIth retook the town from the English; lastly, that of 1591, by Henry IVth.
It certainly does not represent the amount of interest taken in education, nor in the common schools: COUNTIES. 1893. 1894. 1895. A small body with full powers can make better bargains than two larger ones acting independently. B. The plan has resulted in economies where it has been tried; for 1. In Des Moines, Iowa, the first year under the new charter showed a relative saving of $182,949.65 as compared with the year before. C. R. Woodruff, as cited, p. 250. 2.

It will be found that the free people of color are most numerous in some of those States which accord them the fewest political privileges; and in those States which have granted them the right of suffrage they seem to see but few attractions. In Maryland there were, in 1860, 83,942 free people of color; in Pennsylvania, 56,949; in Ohio, 36,673. In neither of those States were they voters.
The mileage of the Massachusetts railways for 1859 was 5,949,761 miles run, and the expenses of operating $0.93, being a saving of 15 cents over those of 1856, amounting to $892,464.
