Moyer, who is at liberty, and is to give 500l. for his liberty; but now the great ones are divided who shall have the money, the Duke of Albemarle on one hand, and another Lord on the other; and that it is fain to be decided by having the person's name put into the King's warrant for his liberty, at whose intercession the King shall own that he is set at liberty: which is a most lamentable thing, that we do professedly own that we do these things, not for right and justice' sake, but only to gratify this or that person about the King.
However, before we parted, one of his sons, William, who was then the manager of the Bear, called me on one side, and said, that as his brother James was just going into business, if I had no particular use for the money, he should be obliged if I would lend him 500l. of it, upon their joint notes.
Here we staid with him a great while; and he told me the whole manner of his serving the King in the time of the Protector; and how Thurloe's bad usage made him to do it; how he discovered Sir R. Willis, and how he had sunk his fortune for the King; and that now the King had given him a pension of 500l. per annum out of the Post Office for life, and the benefit of two Baronets; all which do make me begin to think that he is not so much a fool as I took him to be.
"Apres, Monsieur?" says the Prince. "I have but to beckon him from the window, and send him fifty yards, and he returns with a guard of men, and I deliver up to him the body of the person calling himself James the Third, for whose capture Parliament hath offered a reward of 500L., as your Royal Highness saw on our ride from Rochester.
On the next voyage, however, with a different captain, the Duff was captured by a French privateer, the captain of which, when he understood the purpose of the voyage, greatly regretted what he had done, and declared that he would rather have given 500l. than have interfered with it.
All who remember him must likewise remember his powers of attraction ere this blight of fashion had come over us. Witness his various benefits, and above all, that at the Opera House, producing, it is said, 1,500l.
So that I perceive this remissness in affairs do continue in my Lord's managements still: which I am sorry for; but, above all, to see in what a condition my Lord is for money, that I dare swear he do not know where to take up 500l. of any man in England at this time upon his word but or myself, as I believe by the sequel hereof it will appear.
Coningsby, because he is going to be married; to be married to a woman who has not a shilling. Why, if he had been in office, and only got 1,500L. a year, and married a woman with only another 1,500L., he would have had 3,000L. a year, Mrs. Coningsby; and now he has nothing of his own except some debts, which he wants me to pay, and settle 3,000L. a year on him besides." They all laughed.
That proposed by the Attorney-General is the requiring security to the amount of 500L. from two sureties that the editor shall pay fines on account of libels. This is reasonable, and would to some extent prevent the putting up, as is now done, men or women of straw as editors, who have no means of paying fines.
President, I have just left Canada, and taken leave of Mr. Cartier, the Prime Minister of that country. The Queen has not a more loyal subject. Yet, in 1839, he was a rebel in arms against the Crown. He was a secessionist. For a while he was a refugee in the woods at Rouse's Point, on Lake Champlain. A reward of 500l. was offered for his apprehension.
