The spurious Nicene creed cannot be the work of the fathers of Constantinople in 381, because it is given in the Ancoratus of Epiphanius, which was certainly written in 374. But if the council did not draw up the creed, it is time to ask who did.

For while this council omitted from the list of councils acknowledged to be general that held at Constantinople in 381, it likewise proclaimed the falsity of the ground alleged in the canon passed in that council, which gave to Constantinople the second rank in the episcopate because it was New Rome, which canon again was enlarged by the attempt at the Council of Chalcedon to put upon the world the positive falsehood asserted in the rejected 28th canon, that the fathers had given its privileges to the Roman See because it was the imperial city.
Acacius put together the canon of the Council of 381, which said that the bishop of New Rome should hold the second rank in the episcopate, because his city is New Rome, with the canon attempted to be passed at Chalcedon, and cashiered by St. Leo, that the fathers gave its privileges to Old Rome because it was the imperial city.
The estimates for the fiscal year ending June 30, 1880, are $14,562,381.45, exceeding the appropriations of the present year only $33,949.75, which excess is occasioned by the demands of the Naval Academy and the Marine Corps, as explained in the Secretary's report.
