Nicholas himself withdrew to his palaces and left the affairs of state in the hands of the court clique which dragged Russia into the Japanese war and brought on the revolution of 1905. Before it was over the Emperor promised a constitution but as soon as the disturbance was quelled he went back on his word. It was known that he was weak and he now proved that he was also a liar.
In January 1905, General Mischenko with 10,000 sabres and three batteries of artillery marched right round the flank of Marshal Oyama's great Japanese army, and occupied Niu-chwang not the treaty port so-called, but a place not very far from it. For several days he was unmolested, and in about a week he got back to his friends with a loss which was moderate in proportion to his numbers.
It was a doctrine that made all the children birthright members of the Meeting and so of the community. To gain an advantage over the union, the United Typothetæ, late in the summer of 1905, locked out all its union men. This at once precipitated a strike for the eight-hour day. The American Federation of Labor levied a special assessment on all its members in aid of the strikers.
For some time she was unable to do this because of a road which ran between, but in 1905 the road was moved to the other side of the lot, at her petition, and the land was included within the hospital compound. Meanwhile, in Europe itself event after event occurred to prove the persistent character of German aggressiveness. On March 31, 1905, the German Emperor landed at Tangier, in order to aid the Sultan of Morocco in his demand for a Conference of the Powers to check the military dispositions of France.
