Witness my hand and seal, this ninth day of December, 1784. 'Signed, sealed, published, declared, and delivered, by the said Samuel Johnson, as, and for a Codicil to his last Will and Testament, in the presence of us, who, in his presence, and at his request, and also in the presence of each other, have hereto subscribed our names as witnesses.
So careful, however, was he to consult in all things those who had elected him, that he would take no decisive step notwithstanding the instructions given from Woodbury in March, 1783 till they had been communicated with, and their views obtained; so that it was not till August 31, 1784, that he wrote to Dr. Myles Cooper. The letter is creditable alike to his head and his heart.
Robert Morris, who held the position, had resigned in January, 1783, because of the behavior of Congress, but the attitude of the army had become so menacing that he was implored to remain in office and attend to the arrears of military pay. He had managed to effect a settlement, and at length retired from office on November 1, 1784.
The following Extracts are made from the Third Letter from the same Prince, dated January 15, 1784. The wedding did not occur, however, and Samuel Morris died a bachelor in 1772, leaving his estate to his brother Joshua, who sold Hope Lodge in 1776 to William West. In 1784 West's executors conveyed it to the life interest of Colonel James Horatio Watmough with a reversion to his guardian, Henry Hope, a banker.

Congress issued an ordinance in 1784 under which territories might organise governments, send delegates to Congress, and obtain admission as states. This was made use of in 1787 by the Northwest Territory, the region lying between the Ohio and the Mississippi and the Great Lakes. The states made a compact in which it was agreed that there should be no slavery in this territory.
Priestley, for example, while adhering to the idea that the Christian revelation had been guaranteed by miracles, had abandoned belief in the Virgin birth as early as 1784, and went so far as to maintain that Jesus was not impeccable and had certainly entertained erroneous ideas about demoniacal possession.
