They are to weight the body, and throw it into the Blue Pool under the waterfall shown on the plan hereto annexed; but on pain of imprisonment for life they shall not reserve to their own use any article belonging to the deceased. Neither shall they divulge what they have done to any one save the Head Ranger, who shall report the circumstances of the case fully and minutely to his Majesty.
Having, however, been myself in possession of it a few days after its receipt, I then transcribed from it for my own use the recapitulation of the amount of each description of debt. A copy of this transcript I shall subjoin hereto, with assurances that it is substantially correct, and with the hope that it will give a view of the subject sufficiently precise to fulfill the wishes of the Senate.

The custom and the expression are both remarkable, and both in close conformity with the Scripture account. "Of the Jews, five times received I forty stripes save one." Joseph. Antiq. iv. c. 8, sect. 21. "He that acts contrary hereto let him receive forty stripes, wanting one, from the officer."

After the service, they drew up an engagement in the following terms: "We, whose names are hereto subscribed, do covenant together before God and this assembly, and pledge ourselves upon the holy Gospel, that we will remain leagued together in one faith; that we will not forsake this faith, nor shall any separate us from each other while we are in this world; and that we will be of one hand and one heart in the worship of God, according to the doctrines of the Gospel.
Answerable hereto, there is a twofold covenant in the words, one between God, and the king, and the people: God being the one party, the king and the people, the other; another between the king and the people, the king being the one party, and the people the other. The covenant with God is the fourth particular propounded, to be spoken of.
The case is well stated by General Grant in his letter of January 29, 1866, to the Secretary of War, Mr. Stanton, hereto appended, and though I find no official answer recorded, I remember that General Grant told me that the Secretary of War had promptly assured him in conversation that he fully approved of his views as expressed in this letter.
